Previously founded in 1969 in Chandigarh, the board began operations with a staff of 100 employees assigned from Punjab University. The HBSE had its first test for the Intermediate level in 1976. In 1981, the HBSE was transferred to the Bhiwani Board and began administering a 10+2 exam, followed by a vocational exam in 1990.
